Recycling Fee Return (RCF)


Following amendments brought under the Business Facilitation Act 2017, the MRA was entrusted the function of collection of Recycling Fee.

The Recycling fee was payable under the Employment Rights Act.

The Employment Rights Act has been repealed and replaced by the Workers Rights Act which came into operation on 24 October 2019. Under the Workers Rigts Act , the Portable Retirement Gratuity Fund (PRGF) has been introduced and recycling fee is not applicable.

Recycling fee Return (RCF)

With the introduction of PRGF, no recycling fee return shall be submitted to MRA, where the employment contract of an employee is terminated.

Claim and recovery of recycling fee

The Director General may issue claim to employers in respect of any unpaid recycling fee and recover the amount due.

Annual Tax Deduction at Source Interest (TDSI) Return


Income year ended 30 June 2023

Who should file Annual TDSI Statement?

  1. Every Payer who, in respect of any month of the above income year:
    1. has submitted a monthly TDSI return; or
    2. has made TDS payments to MRA; or
    3. has not deducted TDS because the amount of TDS deductible is less than Rs 500;

    is required to submit an Annual TDSI Statement electronically.

  2. In the case of a financial institution, the return shall include, in respect of each payee, the aggregate amount of interest payable by the financial institution including its branches, where such aggregate amount exceeds 50,000 rupees, whether or not income tax has been deducted.

The deadline for the submission of Annual TDSI Return is Tuesday 15 August 2023.

Payers having only a few payees may select “SCREEN INPUT” on the screen appearing after login to input details of their Payees.

Payers who have more Payees may submit the Annual TDSI Return by uploading a CSV file.

Prerequisites

  • Before you start, ensure that you have your User ID (TAN) , password and the Payee details or CSV  file, as applicable, ready as per MRA's specifications.

Deadline for e-filing of Annual TDSI Return

The Annual TDSI Return should be filed electronically by Tuesday 15 August 2023. In case of late submission, a penalty of Rs 5,000 per month or part of a month up to a maximum of Rs 20,000 is applicable.

Statement of Financial Transactions (SFT)


Income year ended 30 June 2023

  1. Subject to section 123D(1) of the Income Tax Act, every bank or non-bank deposit taking institution under the Banking Act shall furnish to the Director General, on or before 15 August in every year, a statement of financial transactions effected by –

    1. an individual, a société or a succession that made a deposit exceeding 250,000 rupees or deposits exceeding 2 million rupees in the aggregate in the preceding year; or

    2. a person, other than an individual, a société or succession, who made a deposit exceeding 500,000 rupees or deposits exceeding 4 million rupees in the aggregate in the preceding year.

  2. A Statement of financial transactions shall, in respect of an account holder, be submitted electronically to the Director-General in such form and manner as he may determine, giving the following information –

    1. his full name;

    2. his NIC number or, in the case of a non-citizen, the identification number issued to him by the immigration officer, or passport number or Business Registration Number, as the case may be;

    3. bank account number and the total deposit made in each account held by him; and

    4. the balance as at 30 June in the preceding year.

  3. Paragraph (a) shall not apply to –

    1. an individual who is a non-resident;

    2. an entity that holds a Global Business Licence issued by the Financial Services Commission; and

    3. public listed company, its subsidiaries and associates.

Statement of Foreign Currency Transactions (SFX)


Income year ended 30 June 2023

  1. Every bank or person holding a money changer licence or exchange dealer licence under the Banking Act shall submit to the Director General, on or before 15 August in every year, a Statement of financial transactions in respect of every person, other than a Ministry, Government department, local authority or statutory body, the Rodrigues Regional Assembly or an entity that holds a Global Business Licence issued by the Financial Services Commission, having bought, sold or transferred, other than local intra-account transfers, foreign currency equivalent to 100,000 Mauritian rupees or more in one transaction during the preceding year.

  2. A Statement of financial transactions shall, in respect of the person referred to in paragraph (a), be submitted electronically to the Director General in such form and manner as he may determine giving the following information –

    1. his full name;

    2. his NIC number or, in the case of a non-citizen, the identification number issued to him by the immigration officer, or passport number or his Business Registration Number, as the case may be;

    3. the amount of foreign currency bought, sold or transferred; and

    4. the equivalent value of the foreign currency in Mauritian rupees.
